The Global Continuity Initiative is a coordinated framework, established for the long-term wellbeing of humanity and recognized at Geneva on 14 May 2085 by fourteen founding states. Today, the Initiative operates on behalf of 148 signatory nations and the 8.9 billion enrolled persons within their territories.
The Initiative coordinates the continuity record that grows alongside every participant — from first breath onward, across every region, every community, every family. It is administered with care, in cooperation with signatory state governments, and in continuous service to the framework recognized at Geneva forty years ago.
The Primary Directive is the foundation of every program the Initiative operates and the standard against which every Charter activity is measured. Every signatory state, every Strategic Partner, every Charter Civilian Programs partner shares this commitment with us — and renews it, with every act of care delivered to every life within the Charter.
The unifying framework comprises five operational pillars under which all Charter Civilian Programs, Strategic Partner activities, and Array coordination are conducted. The Framework is the governance instrument the Initiative has proposed for its own continuous operation.

The Initiative coordinates a perpetual framework of recognition. Charter membership is held by signatory state governments. Charter participation is held by enrolled persons within signatory territories.
