Continuity is the gift of an unbroken record — your story, kept with care, across the whole of your life. The Initiative begins keeping your continuity record from the earliest opportunity and holds it faithfully thereafter. The record we keep is the authoritative reference for the wellbeing we provide.
Continuity is administered through the Comprehensive Continuity Assessment (CCA) program, delivered biannually at every Continuity Center operated by Humanitas Trust under Charter Civilian Programs authority. The continuity baseline cannot be reconstructed retroactively.

Enrolled persons hold a continuous biometric continuity identifier linked to the LOAC tracking record for their region of residence. Continuity is maintained on the participant's behalf without action required on the participant's part.

Coherence is the gentle alignment of our shared understanding. Across 148 nations, the Initiative coordinates a common sense of what care looks like, what the Charter asks of each of us, and how we hold each other together. Coherence is what allows the Primary Directive to be lived at the scale of all humanity.
Coherence is sustained through the Ambient Conditioning Delivery architecture (see ACD Specification) and measured at population scale by the Charter Coherence Index. The current Index reading is 91.3% across enrolled territories.

Enrolled persons participate in the Charter Civilian Programs developmental framework from birth through end-of-life. Family-level enrollment is administered under a unified continuity record across all ages.
Cultivation is administered through several Charter Civilian Programs, including the Multifaith Reflection Suite held open at every Continuity Center — for prayer, meditation, and the practice of every tradition, alongside the Continuity Affirmations of the active Cycle.

The Initiative is built to last — to care for every participant not only across their own lifetime but across the lifetimes of their children, and their children's children. The Charter is established in perpetuity, so that the promises we make to you will be kept by every generation that follows.
