Authorized public-release correspondence. Inquiries on Charter operations, Strategic Partner activities, Charter Civilian Programs reporting, and Board of Principals communications. Press credentials and accreditation issued through this channel.

Quarterly Strategic Partner compliance submissions. Annual signatory state Charter compliance certifications. Article XI non-compliance notices. Filings under this channel are referred to the GCI Compliance Council for review and Charter-record entry.

Authorized correspondence from signatory state governments. Charter implementation queries, Standing Directive clarification requests, Mandate Boundary Register determinations, and Sovereign Exclusion Register filings. Reserved channel for designated state representatives.

The Secretariat is headquartered at Geneva, Switzerland — the seat of international institutional legitimacy specified in the Charter Preamble. The Annual Group Operating Review of the Strategic Partner of Record is convened in Geneva each September under Article IX.2.

Charter correspondence is the canonical record of recognition between signatory bodies. All exchange is retained. The Secretariat administers the record on behalf of the Board of Principals.
