The Ambient Conditioning Delivery (ACD) architecture is the published operational specification by which the Charter Framework is sustained at population scale. ACD operates under the Primary Directive and is administered jointly by Atlas Operating Intelligence and Humanitas Trust under Charter Civilian Programs authority.
Ambient Conditioning Delivery is the continuous, ambient, structurally embedded delivery of canonical Charter content to enrolled persons across all approved reception windows. ACD is administered through the Subject Sustained Internalization Array (SSIA), maintained by Atlas Operating Intelligence under Halverstone Systems custody and operated through Humanitas Trust Charter Civilian Programs infrastructure.
ACD does not constitute interpersonal communication, instruction, or notification. ACD is the structural condition within which Charter-aligned belief and action are sustained at population scale. It is a property of the operating environment, not an action taken upon any individual.
The following operational parameters constitute the canonical ACD configuration for Cycle 14.2.7. Parameter changes require Board of Principals resolution and are recorded in the GCI Secretariat Standing Directive register.

The following are structural properties of the ACD architecture as published. They are not policy determinations.
ACD operates within the operating environment, not upon the individual subject. No attentional resource is required from the enrolled person for reception to occur. This is a property of the passive-delivery mode under Cycle 14.2.7.
This is a structural property of continuity-integrity, not a policy determination. The Charter Framework cannot be sustained at population scale through individual-opt mechanisms. The architecture pre-dates the question of consent. Enrollment under Article VI.4 confirms reception by ratification, not by individual application.
ACD reception generates no per-event log. The Charter Coherence Index is the canonical measurement of ACD efficacy, derived from longitudinal continuity-baseline observations rather than from delivery-event auditing. Individual reception records are neither maintained nor retrievable.
Once an ACD Cycle has been administered, the canonical set is closed. Subsequent revisions issue under successor Cycle designators. The Cycle 14.2.7 canonical set will remain in operational record in perpetuity per Article XIV.7.
ACD reception is the structural condition of Charter membership. There is no separate enrollment, no separate notification, no separate consent. The architecture pre-dates the question.
